A seismic shift is occurring within Nigeria’s Ministry of Foreign Affairs. Ambassador Yusuf Tuggar, the current Foreign Affairs Minister, has taken the unprecedented step of filing a formal complaint against the ministry’s Permanent Secretary, Ambassador Ibrahim Lamuwa, over allegations of sexual harassment. The Allegations

The allegations originated from a petition by Ms. Simisola Ajayi, a married female employee in the ministry. Represented by renowned human rights lawyer Femi Falana, Ms. Ajayi detailed a series of inappropriate advances allegedly made by Ambassador Lamuwa. The petition describes incidents that created a hostile and unsafe work environment for Ms. Ajayi.

The first incident reportedly occurred during a policy retreat on October 7, 2023. Ms. Ajayi alleges that Ambassador Lamuwa made inappropriate advances, suggesting she join him in his hotel room. These advances were followed by continuous inappropriate remarks throughout the retreat.

According to the petition, the harassment continued. On November 10, 2023, Ambassador Lamuwa allegedly invited Ms. Ajayi on a trip to Hong Kong, hinting at significant personal benefits in a possible quid pro quo situation.

Minister Tuggar’s Response

Upon learning of the allegations, Minister Tuggar acted swiftly. In a letter dated May 27, 2024, addressed to the Head of the Civil Service of the Federation (HOCSF), he expressed deep concern over the “serious nature of the allegation leveled against the permanent secretary.” He emphasized the necessity for a swift and thorough investigation to maintain a safe and professional work environment for all ministry employees.

The Minister’s decisive action has elicited mixed reactions. Some commend his courage to challenge a high-ranking official. “This is a commendable act by the minister,” said Ms. Aisha Balogun, an activist focused on women’s rights. “It sets a strong precedent and sends a clear message that sexual harassment will not be tolerated, regardless of position or authority.”
